Vinod Agarwal, Director of the Economic Forecasting Project and Professor of Economics, earned his doctoral degree from the University of California at Santa Barbara. He served as a member of the Virginia College Building Authority for the Commonwealth of Virginia from July 204 through June 2012. He was a member of the Governor's Advisory Board of Economists from 2006 to 2010. Professor Agarwal also served as the Chairman of the Old Dominion University Economics Department from 2001 to 2006. His research interests are in the area of applied economics. His articles have appeared in various journals such as Cornell Hotel and Restaurant Quarterly, Journal of Travel Research, Economic Development and Cultural Change, Eastern Economic Journal, Economics of Education Review, Growth and Change, Journal of the American Real Estate and Urban Economic Association, Social Science Quarterly and Southern Economic Journal. He is author or co-author of more than 60 professional journal publications and research monographs. In addition to citations in professional publications, Professor Agarwal's work has also been cited in more than 130 newspapers, magazine and wire reports throughout the U.S., including the Dow Jones Newswire, Associated Press, The Economist, and USA Today.

Gary A. Wagner, Associate of the Economic Forecasting Project and Professor of Economics, earned his doctoral degree from West Virginia University. Prior to joining Old Dominion University, Gary held faculty positions at Duquesne University, the University of Arkansas at Little Rock, and the University of North Carolina at Chapel Hill. Dr. Wagner is a public finance specialist who explores the motivation and consequences of government policies and institutions. The majority of his academic research has empirically examined the effects of state and local government fiscal institutions, with a particular focus on state rainy day funds, borrowing costs, and tax structure. His research has appeared in many academic journals including the Journal of Law and Economics, National Tax Journal, Public Choice, and Public Finance Review. He has given more than 30 presentations at professional conferences and he has also been interviewed by more than 100 national and local media outlets including The Wall Street Journal, New York Times, Boston Globe, USA Today, MSNBC, CBS News, and Fox Business. He also served on the Arkansas Governor's Council of Economic Advisors from 2008-2011.
