Police Administration


The Police Administrative Staff is responsible for administrative and operational oversight of 50 sworn police officers who provide a full range of police services to the university community including police patrol, criminal investigations, facility and residential security, crime prevention programs, victims' assistance, traffic and parking code enforcement, emergency and disaster preparedness planning, hostile threat assessment and response, event security oversight; and a variety of community service functions. The administrative staff also manages a cadre of 70 security officers who provide residential security and campus security on and off the main campus, to include facilities such as the Higher Education Center, and the Tri-Cities Center.


Police Investigation Unit

The Investigations Division actively investigates all crimes that occur on the Old Dominion University Campus, and assists City of Norfolk, Police Department Investigators with cases that occur in the area of concurrent jurisdiction.

The Investigations Division also conducts all surveillance operations and undercover police activities, and provides fingerprinting for students, faculty and staff for job applications or identification purposes.

All Campus Crime Statistics are tabulated by the Investigations Division, as is the Campus Crime Line, which is updated on a regular basis, and provides information regarding the latest criminal activity on the campus and in surrounding areas.

Patrol Division

The Patrol Division carries out 24-hour campus-wide patrol of the buildings, grounds and surrounding area. The officers assigned to patrol respond to all incidents requiring police intervention, taking reports and necessary police action.



The Communications Division is staffed 24 hours a day, 365 days a year by five state-certified Police Dispatchers who are under the supervision of the Communications Supervisor.

ODUPD Dispatchers respond to calls for service from the campus and surrounding communities and prioritize those requests based on their urgency. Dispatchers monitor 14 telephone lines, two radio frequencies, a variety of fire and intrusion alarms, numerous security cameras, 42 emergency call boxes located on and around the campus, and the red emergency telephones located in buildings throughout the campus.

Additionally, our dispatchers monitor Norfolk Police Department radio transmissions. A direct telephone link to the City of Norfolk, emergency Operations Center is also maintained in the ODU Police Communications Center.

Community Policing


In addition to their regularly assigned duties, the Crime Prevention and Community Policing Unit provide the students, faculty, staff and visitors of the University with information regarding crime prevention techniques and the crime prevention services offered by the Police Department. These officers are also responsible for conducting monthly Lighting Surveys and Emergency Call Box checks and submitting any deficiencies to Facilities Maintenance personnel for immediate correction.

improving and internationally respected alliance of dedicated Instructors.

What R.A.D. Offers
