Application for children to be placed in the ODU Oral Preschool shall be made by the child's local school division. Districts considering placement for students should contact Norfolk Public Schools.
We are happy to answer inquiries from parents, relatives, early intervention (Part C) providers, local school divisions and medical/clinical providers to share information about the program and the application process. Tours of the building, classroom observations and meetings with staff can be arranged by appointment. However, actual request for placement may only be made by the child's local school division to Norfolk Public Schools.
- The student must have a current Individualized Education Plan (IEP) or an IEP in process prior to placement.
- The student must exhibit hearing loss, being found eligible for special education services with a disability of "hearing impairment", "deafness" or "developmental delay."
- The student must be between the ages of 3 to 5 years old
- The student's family must demonstrate commitment to the pursuit of listening and spoken language and the consistent use of amplification at school and home. Parent participation is strongly encouraged.
Placement of a given student is not guaranteed, is subject to availability and is at the discretion of Norfolk Public Schools. Prior to placement determination, the NPS Hearing Impairment Team may request any of the following: student observation, review of records, and participation in the IEP development.
School divisions considering placement for students at the ODU Oral Preschool should contact Norfolk Public Schools prior to the development of the IEP. Placement is determined through the IEP process; however placement is not guaranteed and is at the discretion of Norfolk Public Schools.
Upon acceptance into the program, parents will complete a preschool enrollment packet, including a school health form. Once the enrollment process is complete parents will be notified as to the start date for their student. Within 30 calendar days of the start date a new IEP will be developed by ODU's Oral Preschool staff/IEP team.
Divisions are welcome to contact Norfolk Public Schools at any time in the eligibility process for children for whom the oral preschool may be appropriate.
