Governor Ralph Northam ordered that the flag of the Virginia is to be flown at half-staff over the state Capitol and all local, state and federal buildings and grounds in respect and memory of former Governor Abner Linwood "Lin" Holton Jr.
The flag shall remain lowered until sunset on Nov. 27.
