Old Dominion University held its 38th annual Martin Luther King Jr. Observance on Feb. 15 in the Big Blue Room in the Ted Constant Convocation Center. The event included a community dialogue facilitated by Antipas Harris, founder, president and dean of the Urban Renewal Center in Norfolk. The Hugo Owens Martin Luther King, Jr. Memorial Award is given annually to an individual or organization that has made considerable contributions to civil rights, politics, housing and social programs through leadership, dedication and persistence.
