Old Dominion University's Center for Educational Partnerships conducted an evaluation of Norfolk's Open Campus High School Program. Many of the evaluation's findings are highlighted in the Pilot Online front page article entitled, Norfolk program gives dropouts hope.

The evaluation sought to describe the population being served, identify factors that contributed to student's enrolling in the program, and identify features that promoted student engagement and success. In addition, it identified challenges and progress towards meeting the program's main goal and to identified student characteristics that predicted success as a means to provide some guidance regarding recruitment efforts for the program.
