Here are answers to some commonly asked questions about parking and transportation at ODU. If you have any further questions, please feel free to contact us.
What should I do if...
ODU now utilizes a virtual permit system where your license plate is your permit. Please log on to your parking account on the ODU Parking Portal and add the new vehicle to your permit prior to parking on campus.
The University provides a structured means to appeal citations. Appeals must be filed online within 7 days of issue date. Individual appeals to members of the TPS staff will not be accepted. For more information, please go to Parking Enforcement.
The following reasons will NOT be looked upon favorably as an appeal:
- I didn't know I was not supposed to park there
- I was only there for two minutes
- That reserved spot is always open
- I have parked in that spot for the last two years
- I was late for class
- Someone told me I could park there
- I don't think it's fair
- There was no fire so I parked in the fire lane
- I had to go to the bathroom really badly
- There was no sign saying I couldn't park there
- My roommate was driving my car
The time of day you arrive on campus has a big impact on where you will find parking. It may not be as close to your destination as you would prefer. Commuter parking locations closest to the academic core (43rd & Elkhorn and Constant Center 45th St.) always fill up before Constant Center 43rd St. Garage and Lot 1.
We have found that 10am-2pm is the highest demand time for parking. Other commuter locations such as Lots 11, 16, and 47 may have spaces. During certain times, it may be necessary to park in one of the Perimeter Lots (Lot 42 and 43) and either walk to class or catch Monarch Transit at the closest stop.

A valid ODU Parking Permit or hourly parking payment is always required when parking on campus. Immediately notify us of your issue and we will work with you to resolve the problem. Also notify Public Safety if the vehicle is obstructing traffic flow.
Make sure your guests know ALL on-campus parking requires a valid ODU parking permit or hourly parking payment. Visitor permits are available for $10/day online or in the TPS Office (43rd & Elkhorn Garage). Direct them to Visitor Parking for more information.
Can I get a ticket if...
Yes. If you are parked illegally (with or without your flashers on) you will receive a ticket.
Yes. If you are parked illegally (with or without a note) you will receive a ticket. Notes are not valid permits.
Yes. Unless you pay the pay station for that space you will receive a ticket. Loading Zone permits are not valid in hourly parking spaces.
Yes. If you are using a non-virtual permit (paper), the enforcement officers must be able to see the expiration date, permit number, and design on the permit.
Yes, you can receive a ticket. Resident Permits may ONLY park in Commuter and Faculty/Staff/Evening lots AFTER 3:45 p.m. until BEFORE 6 a.m. the following day. Any remaining vehicles not moved from these lots by 6am the next day will be ticketed or towed at the owner's expense.
Yes, we can still legally issue a ticket in these parking areas. Signs may at any time be moved or missing from some lots, however these lots remain University property (with or without a sign) and are subject to enforcement of ODU Parking Regulations. Lot designations are annotated on the Campus Parking Map and in the Parking Regulations booklet.
Yes, multiple citations (not to exceed 2 per day) may be issued for parking overtime in an hourly parking space.

Yes. The disability spaces on campus are for the use of university students, faculty, and staff. To ensure that they are not being abused, a valid ODU parking permit or hourly parking payment is required in conjunction with the disability placard/license plate.

Yes. ALL on-campus parking requires a permit or hourly parking payment. Daily permits available for $10/day online or in the TPS office. See Visitor Parking for more information.
Yes. If the University is open, TPS is enforcing. This can include academic breaks such as Fall, Break, Thanksgiving Break, Winter Break, Spring Break, and Summer Break. Resident parking is enforced 24/7.
