Local Toll Information

DriveERT's All-Electronic Tolling is designed to allow the free-flow of traffic traveling to and from Norfolk and Portsmouth. Elizabeth River Crossings' facilities consist of:

Midtown Tunnel (US 58): one eastbound tube and one westbound tube, connecting Norfolk and Portsmouth. The Midtown Tunnel is a tolled facility.

Downtown Tunnel (I-264): one eastbound tube and one westbound tube, connecting Norfolk and Portsmouth. The Downtown Tunnel is a tolled facility.

MLK Expressway (VA 164): extends the VA-164 Martin Luther King Freeway in Portsmouth from London Boulevard to Interstate 264, providing a direct route between the Downtown and Midtown tunnels. The MLK Expressway is not a tolled facility.


E-Z Pass

Monarchs and visitors driving to ODU are encouraged to obtain an E-ZPass - the cheapest and easiest, way to travel through tolls in the region.

In order to open an E-ZPass account, you must pre-pay a minimum of $35 in tolls.

E-ZPass transponders can be ordered online at ezpassva.com or obtained at the DriveERT Customer Service Center, located at 700 Port Centre Parkway, Portsmouth, VA 23704. Additional E-ZPass Service Center locations can be found at ezpassva.com.


Pay-By-Plate

If you choose to travel through the Midtown or Downtown Tunnels without an E-ZPass, you are considered a Pay by Plate customer, meaning your license plate is used to identify your use of the tolled facilities and your toll charges are included in a statement that is mailed to the license plate holder's address as registered with the Department of Motor Vehicles (DMV) and must be paid within 30 days. DriveERT encourages customers without an E-ZPass to register for a Pay by Plate account, which allows customers to regularly manage their accounts online, create pre-paid accounts, and pay a lower toll rate than Unregistered (single-use) Pay by Plate customers.

Pay by Plate statements received in the mail will include all tolled trips taken in one month. Statements can be paid online, by phone at 855-ERT-ROAD, or in-person at the DriveERT Customer Care Center, located at 700 Port Centre Parkway, Portsmouth, VA 23704.

Please note: Pay by Plate toll rates are higher than E-ZPass toll rates. See current DriveERT toll rates.
