Freshman Resident Parking Policy

Incoming Freshmen who live on-campus are allowed to park on campus after completing the Freshman Parking Form and after purchasing a valid ODU Parking Permit.


Form Details

Freshman should receive their approved Freshman Parking Form prior to bringing their vehicle to campus. When approved, the student will be able to purchase a permit online through the ODU Parking Portal. Please allow approximately 30 minutes after receiving the approval email before logging in to purchase your permit.

Fall 2022 Semester Parking Permits will go on sale in the beginning of August.

• Off-Campus Employment

• Medical Reasons

• Extenuating Family Circumstances

• University Commitment (such as Athletics, Sport Clubs, or Student Organizations)

• Community Volunteerism (like Service-Learning)

• Out of State Resident (Residents with a permanent address not in Virginia)

• Other (does not fit into previously mentioned categories)


Exemptions:

This policy does not apply to:

  • Non-traditional Freshmen (21 years of age or older)
  • Students who are not living in an on-campus housing dorm or building (Freshman Commuters are NOT Resident Students)
  • Students entering their second year (i.e. third semester) -- even if they have not completed enough credits to obtain Sophomore standing.
  • Students who begin as Freshmen in the Spring semester of an academic year may register a vehicle on campus for the coming Fall semester.

Pre-college credits, advanced placement credits, CLEP credits, and the like do not change student status as a Freshman or first year college student.

There are many ways to get around without a car.

  • SAFE RIDE - On-demand van service to get you home safe after dark. Requests can only be made through the TapRide App.
  • HRT GOPASS365 - Ride HRT regional transit for $30/year. Access to all ferry, bus and light rail services.
  • BIKEODU - Rent out a bike for a week or a semester.
  • LIME E-SCOOTERS & E-BIKES - Rent an e-scooter or e-bike by the hour on campus and throughout the City of Norfolk.
